You know i've ordered the program twice.I did what it told me to do.Even use a different email.Still, it'll take the dollar and then it'll kick me out.

The guy could also have said that with the speeding charge where's the victim? No victim no crime, no crime no penalty. They were trying to make the speeding charge a legal construct that you can speed but for a fee, that ties everything to the contract of the driver's license. Speeding is only illegal if you have a driver's license. It's not unlawful to speed, unless you hurt someone or damage property.
